Three key issues for the Universal Periodic Review (UPR) of Peru

The right to communication, protection of peoples in isolation and safeguards in REDD+ projects are three key topics for the Universal Periodic Review (UPR) in human rights that Peru will have in November 2017. In order to inform people about these proposals, we share the diptych "UPR: Peru' Challenges with Indigenous Peoples" prepared by COHARYIMA, ONAMIAP and Servindi.

Servindi, October 12th, 2017.- On November 8, 2017, Peru will be evaluated in the fulfillment of human rights through the Universal Periodic Review (UPR), a mechanism of the United Nations system, at the Palais des Nations, located in Geneva, Switzerland.

The four-and-a-half-year review aims to assess the fulfillment of human rights obligations and commitments of States in order to improve their capacity and share their good practices.

It also allows the participation of civil society through individual and coalition reports. The result is reflected in a final report, which details a list of recommendations that the State under review will have to implement for its next evaluation.

In order to inform people about the UPR challenges, the Peru Consortium - made up of COHARYIMA, ONAMIAP and Servindi- elaborated the diptych "UPR: Peru' Challenges with Indigenous Peoples".

In the information material, you will know the recommendations that the consortium offers with respect to indigenous peoples. In addition, you will know when UN member countries will be evaluated.

The defense of the right to communication of indigenous peoples, the protection of the rights of the People in Voluntary Isolation and Initial Contact and the implementation of the National System of Safeguards in REDD+ processes are the topics of the recommendations formulated by COHARYIMA, ONAMIAP and Servindi.

The peruvian case

In 2012, Peru received 129 recommendations that should be evaluated for compliance in this third cycle of the UPR.

The civil society reports will accompany the official reports of the Peruvian State, the Office of the Ombudsman and the United Nations High Commissioner, which will serve as inputs for the interactive dialogue.
